Sure it’s possible but you will have to first register them and then manually output them anywhere you need.

The Portfolio registering functions can be found in this file:
wp-content/plugins/ishyoboy-boldial-assets/ishyoboy-cpt/assets/backend/cpt/portfolio-post.php

As you can see all functions are overridable from a child theme so you will have to register a new taxonomy for the tags.
