We are not sure, what exactly you mean.

If you want to use custom image or some other page element for tagline area, you can hide this tagline and create your custom tagline in content of post. And here you can use all page elements.

exactly this part is created as custom tagline as we mentioned.
This is new “Row” ( set as section ) with background image, backgorund color and background opacity. And this row contain image and text “WELCOME TO BOLDIAL!”
