when adding products i am going to tag products with the type of delivery we do on that product.

eg 24 hours

48 hours etc..

i would like to create a page that displays these options as categories.

i understand that you cant use parents with tags ( :( )

and i know that i could create a wp page, then add the categories like ive got on the homepage, but this requires alot of maintenance as tags, urls can change etc

would this be possible?

This is possible but unfortunately this is way out of the boundaries for the free Theme Support. This is WooCommerce related customization. It will need more work and cannot be done easily via plugin or without changes directly aimed for your result. If you need it to be dynamic we recommend finding a developer to do it for you.
