CSS Code in Index file (SEO)

I had a friend of mine do an SEO review of my site and he made a couple of comments about the way the template behaves. Can you help me resolve these? Thanks

1. How do I modify how this is displaying

Currently the website’s title tags are structured like this:
<title>Website-Hero | Web Development & Online Marketing Services</title>
And you would want it to read:
<title>Chicago Web Design & Online Marketing Services | Website-Hero</title>

Is there a way to change this?
You will also want to check your code. When looking at the page source, I see a dump of CSS code on the index page. This isn’t ‘best practice’ and you should see why it is happening.
