This is not an error. There are a few logical questions that each user might want differently. If you want the expandable area opened, what would be the purpose to close it? If a user closes it, then for how long it should stay closed? Life-time? Until the session is over? etc..

You can add additional JS and CSS using a Child theme to update this functionality to meet your needs.

The terms used (Make header expandable: enable) have misled me. I don’t know why the closure was impossible. May use the term “forced open”.
