Are you using a caching plugin? Try to delete the cache. Please share the URL of the page so we can provide an exact solution.

Removing the Tagline from Settings -> General will remove it and all should work just fine.

Cannot really say why it can not be removed from “Settings -> General”. This must be related to the server configuration or your hosting provider?
