I try to use a footer menu (in the same area where the legal copy is); but it’s not quite working. I have enabled it and linked it to pages under Appearance > Menus but it’s not showing up.

Could you help me out?

Here’s how I set it up:
Appearance>Menus>Selecting ‘footer’>Select page from list on the left>Select page>Click ‘Add to Menu’>Click ‘Save Menu’.

to add menu into your legals area you need to add in manually as code. Legal area is not made to accept dynamic menu in administration of WordPress.

To add menu manually please navigate to “Theme Option -> Footer Options” and paste this code (with your adjustments):

It should make tr trick ;)
