Seems your Twitter keys (Theme Options -> Misc Options) are incorrect or they have already reached the limits. Make sure to create a new “app” for the website and use the keys only in here.

Yes it should be the same. Could you maybe paste screenshots of the Twitter settings so we can check if we see anything wrong. Please do it in a “private reply” so only we can see it.
