I guess you mean Boldial Theme. We moved the topic from general to Boldial. The mentioned behavior would be possible but you would have to do the “coding” and “styling” yourself. Meaning, to write the necessary CSS and then override the default JavaScript functionality of the menu and scrolling.

In Boldial the position is on the top above all other sections and everything is styled to work like this. You might face some styling issues if you change it.

Unfortunately this is a custom modification/customization that you would have to do by yourself. It is not a piece of small code to be added to the page and it will start working.

You can inspect the current HTML structure and add some custom CSS and JavaScript to get the desired output.
