I can’t set the blog page to “blog” because there are no options for “page template” to choose from.

On the list of pages I can go to Quick Edit and the option is there but only has a blank option and a Default template option. Is this because the theme manual instructed me to use the child theme?

How do I fix this issue?

page template options has a blank options because we don’t have any template for blog. You can create and use your custom template.

But if you want set blog page as “blog” you have to go to

Settings -> Reading -> Front page displays -> Post page

and here select the page which should be displayed as blog.
