When you go to the start of it: https://www.fresno.gov/news/ it works fine, but when you go to the next page something strange is happening on the top of the page. Why?
It shows the content of the next story and title as full text, then the rest of the links below, this should not be happening, it should look like the first page.

hmm, this is very unusual behaviour.
Did you do some changes in code for parent theme or child theme?

If yes, could you please revert back changes or switch the active theme from child theme to parent theme a check it again?

And please check your code, if there is no syntax code error.

there can be more files responsible for this. It depends on your settings and also if you used child theme or parent theme for changes.

But check mainly these files located in root of child theme / parent theme:
index.php, home.php, archive.php, content-post-*.php and functions.php

To avoid losing your changes in the future when a necessary update of the theme will be published you should use a child theme to make these changes and not modifying the parent theme directly. I am running a 13 site multi-site all with their own child theme, that is why I wonder because this issue is appearing across all of the child theme’s not just one.
