The feature works fine until I add background images in two consecutive rows. Then the decoration is not visible anymore (little visible). Is there a way to get what I want?

The row decorations are mainly meant for “single color” rows. Once you put an image and mainly if you add parallax the background color is removed for image transparency reasons, plus the sections are getting “overflow: hidden” which is necessary for the parallax effect. This however means that the decorations cannot be visible above the next section as they are hidden.

A workaround would be to add an empty row in between those two and use it for decorations only. You might have to edit its padding with some custom CSS so it’s height is 0 and the decorations overflow the sections either before, after or both.
