We’re glad you chose Minicorp! Regarding the WPML issue please read this quotation from the documentation:

Use the WPML language selector in the WordPress Admin bar to switch between languages. When a new language is added it will copy the current Theme Options from the default language and from this moment the “Theme Options” will not be synchronized anymore between the language versions. If a change is done to the options of one language and it needs to be in all languages, the change needs to be manually applied into each language’s options. This is why it’s better to first configure all options in the “default language theme options” and first then create, all other languages.

To simplify the process, you are provided with the option of exporting and Importing the theme, options. You can copy the “Transfer Theme Options Data” string of the one language from “Backup Options” tab under “Theme Options” and import it in other languages by pasting it into their “Transfer Theme Options Data” and hitting the “Import Options” button.

regarding the mentioned link. This file is never to be accessed directly and this is why it returns the fatal error. Since WordPress is not loaded it is normal for the script not to know the WordPress add_shortcode(); command.

You can avoid this error by simply adding the following line to the top of the file:
if ( ! defined( 'ABSPATH' ) ) exit; // Exit if accessed directly

on the English i can set the social links and change it.

but on arabic i can’t, i do’t know from where i can change the links on the Arabic site.

The social icons can be changed from withein “Appearance -> Theme Options -> Header Options” and under “Header Bar” section there is a textarea containing the icons. E.g.:

You can update them here. Just make sure to do the updates for each language separately as each language has its own Theme Options. Use the WPML admin language switcher in the WordPress Admin bar to switch to the correct language’s settings (maybe a good point to check the documentation and search for “WPML – Multilingual CMS”).

Make sure each [social … ] shortcode is on a new line and there is no empty line between two [social] shortcodes.
