We use a custom made plugin. It is basically a Javascript code to replace some classes, background images or redirect you to a different skin url. The name is “ishyoboy-skinme”.

You can dig into the code of the enqueued files to see how it was made (JS and CSS). Then simply add it to you theme and make the changes you need. Not sure what you mean by WPML compatible but their documentation will help you get information about the current language so you can further work with it.
