The “Theme Options” are per-language. Therefore if you change and set something in one language, it needs to be set in all other languages as well. Please check in the admin area, when you switch to the right language, what the settings for the header in the given language are. Is the Navigation set?

P.S. Is the checkbox for displaying the Language selector checked in all 4 languages you have?
