Problem with Archive – content of the first post displayed in paginated pages

Something strange is happening with my blog archive.
When you go to the start of it: https://www.fresno.gov/news/ it works fine, but when you go to the next page something strange is happening on the top of the page. Why?
It shows the content of the next story and title as full text, then the rest of the links below, this should not be happening, it should look like the first page.
