White spaces when using row decorations (lean left and right)

Hi, i have decided to make the shift to wordpress from joomla, and a new template so a steep learning curve. Ok i have some small issues i have tried to work them out but having now luck with the last 2 issues.

1. I have set my template and i want to add a lean left and right, however i am getting some white spaces i have tried numerous setting but i can not figure it out.

Also how do i ad the grey bar with the social icons.
