Author & Editor roles – Problems to writing articles

Hello guys, I have a problem.
If I create an author or publisher account is not possible to write the articles.
I go to the articles section – new article and I get a blank screen with just the title bar without the ability to write / edit / manage anything.
I have often used other themes with different roles of authors and publishers and I can not understand the reason for the non-functioning.
