Help me clear this section please

So on my blog page I have this section at the top that pops up when ever I add a section or tagline to the page. I am using the default template on the page, I have the post page set to blog, I have the display taglines box unchecked and everything I can think of. Any ideas, I have tried everything I can think of a few times over?
