Parallax or Smoot menu scrolling to a section of the same page

So a friend of mine recommended using this theme (questionablequality.com) and I can see from their website they have managed to get parallax scrolling working for their menu navigation. However it doesn’t seem that clear as to how I reproduce it on my website (inserttitle.co.uk).

What steps do I have to follow in order to produce this?
