problem with header logo

I’m having an issue with my header graphic, at the start my logo becomes crazy small and the background is slightly transparent, when I scroll down a click, the logo comes up to full size with a solid white background (see below) is there a way to keep the header section constant, I’d like it to be like the second image below at all times. Thanks in advance for your help!
