Vertical space between too Many Tabs when they fall on a new line

When I use too many tabs, the line that the navigation tabs are on break.

That’s to be expected but the rows overlap each other. How to I add sufficient spacing between the rows so that it looks better (i.e. the vertical spacing in between the rows is the same as the horizontal spacing between each tab)?
